Arcane Technology Incubator · Africa Initiative

Africa Think Tank

A convening body before it is a financing body. We match researchers and practitioners to a sub-industry, incubate the work across four tracks, and only then decide what proceeds to build. Membership is by application or nomination, and every applicant is screened.

6 pods, each with its own country or thematic anchor
4 research tracks per study
24 months of incubation before the decision point
2063 horizon — handover to African-youth-run institutions

The people this is for

The youth bulge is the asset and the risk.

Africa’s young workforce is the central asset underpinning the thesis, and the central risk if training does not convert to income. The pods are aimed at exactly that conversion.

01What this is

Convening comes before capital.

The programme does not begin by deploying capital. It begins by bringing prospective collaborators together deliberately, so that alliances form inside a specific sub-industry before any work is financed. The premise is that the strongest research and the most durable markets emerge when the right people are matched to one another, and to a shared problem, before the work begins.

Matched research leadership

For each participant and sub-industry, the team supplies a short-list of the two researchers or institutions best placed to lead the research component of that study.

Four tracks per study

Work is incubated across legal codification, cross-border logistics, grassroots alliances, and the quantitative metrics that confirm a sub-market is viable, with further tracks as scoped.

Evidence before claims

Viability is tested on realised outcome and deployment data rather than projected demand. Nothing here is an offer, a guarantee of funding, or a promise of returns.

02

Six pods, one backbone.

Delivery runs through pods: focused, time-bound, individually fundable units that each test one lane of the system and connect into a network over time. They share governance, the capital stack and the evidence layer. Only the product, the partners and the funder lane change.

Pod 1 Flagship

Africa Workforce, Certification & AI-Upskilling

Demand-led certification, AI upskilling, helpdesk and aviation service lanes, with academia as the capital unlock.

Funder lane it strengthens Workforce and digital-skills funders; technology-partner credits; multi-university grants.
Pod 2 Senegal

Participatory Finance

Digitally strengthened tontines, women and youth entrepreneurship, SME access to finance. Participant savings stay self-custodied.

Funder lane it strengthens WAEMU/BCEAO financial inclusion; gender-lens and youth-entrepreneurship funders.
Pod 3 Kenya

Research-to-Revenue

A certified food enterprise paired with the chama accumulation vehicle — the before-and-after proof case for the whole model.

Funder lane it strengthens Food-security and nutrition funders; agri-SME commercialisation grants.
Pod 4 South Africa

Academic Corridor

Employer demand converted into university-hosted, grant-ready programmes, with curriculum, outcomes measurement and quality assurance.

Funder lane it strengthens Research-foundation and science-council grants; university endowment pools.
Pod 5 Uganda

Additive Node

SACCO structures, refugee-host youth, and agricultural value chains — the gaps the other pods do not reach.

Funder lane it strengthens Displacement funders; climate and agri-value-chain finance; SACCO strengthening.
Pod 6 Cross-cutting

Data + Validation

Impact dashboards, monitoring and evaluation, and spatial and impact-econometric validation. The evidence spine across every pod.

Funder lane it strengthens Underwrites every pod’s grant reporting and evidence-conditioned capital.

Pods are exploratory and time-bound. No pod constitutes a commitment, a fundraising promise, a guarantee of jobs, or a guarantee of returns.

03

How the work runs.

Two phases and a handover. The decision point sits at the end of the first 24 months, when two deliverables go to the board and to every participant.

Pre-phase

Convening

Pod sprints convened, strategic alliances formed, and the top two researchers matched per sub-industry.

24 months

Phase A — incubation

Alliances incubate their tracks under Think Tank guidance, with quantitative validation running throughout.

Month 24

Decision point

Two deliverables are submitted to the board and to all participants: whether, and how, each validated sub-market proceeds to build.

12–18 months

Phase B — build

Funding completes the closed research workspace and onboards the validated pods, funders and researchers onto it.

On completion

Handover

Ownership and operation pass to regional institutions run by African youth. The setup mandate ends there.

AlignmentAfrican Union

Agenda 2063 names the destination. This is the machinery.

The African Union’s blueprint calls for Africa to finance its own development but leaves the financing machinery open. The Think Tank is an implementation layer, not a competing vision: African-owned, built on the continent’s own collective-finance traditions, and demonstrated on real enterprises.

05

How to join.

Five steps. Applications are read by people, not filters, and we answer every one.

1

Interest or nomination

Apply directly, or be nominated by a current member of the work group.

2

KYC and due diligence

Identity verification against a government-issued ID, with the due diligence questionnaire.

3

Screening and review

Background and conflicts review, then a short conversation about fit with a pod and a track.

4

Letter of Commitment

Scope, track, time contribution and confidentiality set out in writing and signed by both sides.

5

Onboarding

Access to the member workspace, your pod, and the research library. Coordination moves off WhatsApp onto the dedicated workspace.
